This notice is issued solely for market research, information, and acquisition-planning purposes. It does not constitute a solicitation, request for proposal, request for quotation, invitation for bid, or promise to issue a solicitation in the future. The Government is not seeking and will not accept unsolicited proposals in response to this notice. This notice does not commit the Government to contract for any supplies or services. The Government will not reimburse respondents for information submitted or for any costs incurred in preparing a response. Participation is voluntary, and failure to respond will not preclude participation in any future solicitation, if one is issued. Interested parties are responsible for monitoring SAM.gov for additional information regarding this requirement.


1. Description
Under Procurement Request No. MMAPR530026000010, the United States Merchant Marine Academy (USMMA), U.S.Department of Transportation, is conducting market research to identify qualified sources capable of providing adjunct-faculty and contingent-mariner-faculty instructional services at USMMA, 300 Steamboat Road, Kings Point, New York 11023.



A principal purpose of this RFI is to determine whether industry can best support these services through one combined acquisition or through separate acquisition vehicles for adjunct faculty and contingent mariner faculty. No acquisition strategy, contract type, set-aside decision, period of performance, or number of awards has been finalized. The attached draft Performance Work Statement (PWS) is provided solely for market-research purposes and is subject to revision.


2. Response Requirements
Interested parties shall complete the attached fillable RFI questionnaire and enter responses directly in the text box provided for each question. A separate capability statement, proposal, quote, or standard marketing brochure is not requested. Respondents should provide only the information necessary to address the questionnaire and should clearly mark any proprietary information.
Responses are requested for market-research and acquisition-planning purposes only. The Government may contact respondents for clarification or conduct one-on-one market-research discussions, but is not obligated to do so. Any discussion would not constitute negotiations or a commitment by the Government.


3. Submission Instructions and Questions
Completed questionnaires shall be submitted by email to Carmen Feliz at FelizC@usmma.edu no later than 2:00 PM Eastern Time on Friday, September 4, 2026. The email subject line should state: Response - RFI 6923G2-26-RFI-0001 - USMMA Contingent Adjunct Faculty.


Questions regarding this notice shall be submitted by email to FelizC@usmma.edu. Telephone inquiries will not be accepted. The Government may use nonproprietary information received to refine its requirements, acquisition strategy, and draft PWS. Responses will not be returned.
