SOURCES SOUGHT NOTICE - RESIDENTIAL HOUSEHOLD-GOODS MOVING SERVICES — WESTERN NEW YORK
PURPOSE
The U.S. Army Corps of Engineers is conducting market research to identify qualified businesses capable of providing residential household-goods moving services in Western New York.
Potential moving requirements may arise on an as-needed basis. The scope and level of effort may vary by household. An assignment may involve moving a limited number of furniture pieces, boxes, appliances, or specialty items, or it may involve packing and moving most or all contents of a residence.
The number of assignments, quantities of property, locations, distances, performance dates, and required services have not been finalized.
This notice is intended to identify businesses interested in receiving future requests for quotations for individual moving requirements.

GENERAL SCOPE
Potential services may include:
• Pre-move onsite or virtual surveys;
• Itemized written quotations;
• Moving selected household items or most or all household contents;
• Full or partial packing;
• Contractor-provided packing materials;
• Protection of floors, walls, doors, railings, and other surfaces;
• Furniture disassembly and reassembly;
• Loading and unloading;
• Transportation between authorized locations;
• Placement of furniture, boxes, and other property at the destination;
• Full or partial unpacking;
• Removal of contractor-provided packing materials and debris; and
• Documentation and resolution of loss or damage claims.
Assignments may involve apartments, single-family residences, garages, basements, storage areas, or other residential locations. Access conditions may include stairs, elevators, narrow entrances, limited parking, or extended carrying distances.
Some assignments may include fragile, oversized, unusually heavy, or specialty household items, such as:
• Appliances;
• Home-gym and exercise equipment;
• Safes or other heavy items;
• Pianos or large musical instruments;
• Oversized furniture;
• Electronics, artwork, mirrors, or glass;
• Tools or workshop equipment; and
• Other specialty household property.
Respondents should identify any items they cannot transport or that would require a subcontractor or specialty vendor.
Unless separately authorized, services would not include transportation of live animals, fish or aquatic life, hazardous or flammable materials, firearms, ammunition, controlled substances, perishable food, or other prohibited articles.
The contractor would be responsible for providing the personnel, supervision, vehicles, equipment, tools, packing materials, and protective materials necessary to complete each authorized assignment.
LICENSING, INSURANCE, AND PERFORMANCE CAPABILITY
Respondents should possess the licenses, operating authority, equipment, personnel, and insurance appropriate for the services they offer.
The Government may require a selected vendor to provide evidence of applicable:
• New York State household-goods moving authority;
• Federal motor-carrier authority for interstate transportation, when applicable;
• Commercial automobile insurance;
• Commercial general liability insurance;
• Workers’ compensation insurance; and
• Cargo or household-goods coverage.
Respondents should be capable of protecting household goods and residential surfaces, safeguarding resident privacy, and conducting all resident interactions professionally.
Residents will not be authorized to add services, increase the quoted amount, change a destination, or otherwise obligate the Government.
FUTURE QUOTATION REQUESTS
The Government may contact respondents separately to request an itemized quotation for a specific household-goods moving requirement.
Information provided with a future quotation request may include:
• Origin and destination;
• Requested performance date;
• Estimated quantity and type of property;
• Packing requirements;
• Access conditions;
• Specialty items; and
• Other known factors affecting labor, equipment, schedule, or price.
