1. INTRODUCTION: The Army Contracting Command - Detroit Arsenal (ACC-DTA) is issuing this Sources Sought Notice as a means of conducting market research to identify potential sources having an interest and the manufacturing capability to produce and deliver the S-280 Shelter.
2. DISCLAIMER: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This notice is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.
3. REQUIREMENT DESCRIPTION: The Government anticipates a requirement for a Long-Term Contract (LTC) for the manufacture of the S-280 Shelter.

4. TECHNICAL DATA PACKAGE (TDP) ACCESS INSTRUCTIONS: Because the TDP is subject to export control restrictions, it is not available for open public download. To obtain access to the TDP attached to this notice on SAM.gov, interested vendors must meet the following criteria:
- Joint Certification Program (JCP): Vendors must have an active and approved DD Form 2345 (Military Critical Technical Data Agreement) on file with the Joint Certification Office.
- SAM.gov Verification: Access must be requested directly through the "Controlled Attachments" section of this SAM.gov notice. Your company's CAGE code must match your active JCP registration to be granted access.
- Foreign Interest Restriction: The TDP will not be released to foreign-owned, controlled, or influenced (FOCI) firms without prior Government approval.
5. REQUESTED INFORMATION: Interested parties are requested to complete the attached Sources Sought Questionnaire in its entirety. The questionnaire covers company information, manufacturing capabilities, past performance, and supply chain logistics.
