Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a transformer protection relay that has equal performance requirements as the SEL-3555, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163.
Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires the following characteristics.
Provide real-time automation controller with the following capabilities:
- Substation Automation – Provide a real-time automation controller to coordinate protection, control, monitoring, and communications between intelligent electronic devices (IEDs), programmable logic controllers (PLCs), human-machine interfaces (HMIs), and supervisory control and data acquisition (SCADA) systems.
- Communications Gateway – Support protocol conversion and data concentration using industry-standard communications protocols, enabling interoperability between multi-vendor substation equipment and enterprise systems.
- Logic and Control – Provide programmable compliant logic for implementing substation control schemes, equipment interlocking, automation sequences, alarm processing, and custom control applications.
- Data Collection and Monitoring – Continuously collect, process, and archive operational data from connected devices, including relay status, metering, alarms, sequence of events, and equipment diagnostics. Support synchronized time-stamped event recording and remote system monitoring.
- Cybersecurity and System Integration – Provide secure remote access, user authentication, role-based access control, encrypted communications, and centralized management capabilities to support integration with utility, industrial, and control systems while maintaining cybersecurity requirements.
This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data for the Government to conduct a comprehensive evaluation of your manufactured product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit company brochures. Please submit complete information via electronic mail to Ms. Annette Tijerina at annette.t.tijerina.civ@us.navy.mil no later than 30 July 2026 at 2:00 p.m. H.S.T. Any information received after the due date/time will not be considered. Any information provided to the Government in response to this RFI will become U.S. Government property and will not be returned.
