Introduction & Purpose


The Department of the Air Force, through the 18th Contracting Squadron (18 CONS/PKC), is issuing this Sources Sought announcement to conduct market research. The primary objective is to identify qualified contractors with the specialized capabilities required for the construction of 10 Earth Covered Magazines (ECMs) at Okinawa, Japan. 


This notice is for planning and market research purposes only. It does not constitute a formal solicitation, Request for Proposal (RFP), or an invitation for bid, nor does it represent a commitment or obligation by the U.S. Government to award a contract. 


2. Scope of Work & Project Requirements


The intended outcome of this project is to deliver robust, blast-resistant storage infrastructure that satisfies stringent U.S. military safety and security standards for munitions and explosives handling. 


The scope of construction involves engineering and building ten (10) standard or specialized ECMs, which include:


  • Reinforced Concrete Structures: Engineering and pouring heavy-duty reinforced concrete floors, structural walls, and integrated roof slabs. 
  • Blast-Mitigation Engineering: Installing reinforced steel blast doors and blast-resistant components designed to mitigate internal or external explosion risks. 
  • Earth Cover Operations: Backfilling and grading a dense earth cover layer over the top and sides of the concrete shell to optimize safety and containment parameters. 

System Integrations: Installing specialized lightning protection systems (LPS), grounded electrical infrastructure, and robust perimeter/structural security components.
