The Naval Surface Warfare Center Carderock Division plans to enter into a sole source contract with Adams Liming for the provision of wastewater collection and delivery services, specifically graywater and blackwater, for pilot-scale testing. This contract aims to ensure consistent supply of wastewater to allow for equitable comparison of vendor equipment. Adams Liming, having worked with NSWCCD for a decade, is uniquely qualified due to its knowledge of NSWCCD’s wastewater mixes, access to necessary resources and clearances, and established client bases for obtaining both shipboard and residential wastewater. This expertise is deemed critical to maintaining the influent baseline required for testing purposes. Under the authority of FAR 6.302.1, the agency has determined that Adams Liming is the only responsible source capable of fulfilling the requirement, although all responsible sources are invited to submit bids or proposals, which will be duly considered. The decision not to compete this contract lies solely within the government’s discretion. The solicitation was posted in late April 2008 with an anticipated award date around May 19, 2008.
