South Kelly - Highway 29 Intersection Project

The project involves the rehabilitation of approximately 2,000 linear feet of roadway on Tower Road and South Kelly Road, stretching from Devlin Road to State Route-29. The primary method used will be full depth reclamation through cement treatment (FDR-C) to improve the road base. In addition to pavement work, the scope includes installation of a storm drain system, relocation of a street light, and the addition of new recycled water mains along with new water and recycled water services. Bioretention facilities will be constructed along the southwest shoulder of South Kelly Road to enhance stormwater management. Other components include mobilization, storm water pollution prevention measures, traffic control, curb ramp upgrades, asphalt concrete paving, grading, landscaping, fencing improvements, and new signage and striping. Minor concrete sidewalk and curb ramp upgrades will also take place at the intersection of South Kelly Road and State Route-29, which is located within Caltrans right of way. This project is funded through the Napa Countywide Sales Tax Measure U and contributions from private developers to the City of American Canyon. The solicitation for construction services was posted on May 27, 2026, with a response deadline of July 9, 2026. The project is managed by the City of American Canyon’s Public Works department in California, with key contacts including a Senior Civil Engineer and an Administrative Clerk. The work aims to enhance roadway durability and functionality, improve stormwater infrastructure, and support sustainable water management practices within the area.
