Southeast Fisheries Science Center Observer Program Support Services

The Department of Commerce NOAA issued solicitation 1305M2-18-R-NFFN-0002 for a single-award Indefinite Delivery-Indefinite Quantity contract to provide support services for the Southeast Fisheries Science Center Observer Program. The contract features a 60-month ordering period and involves the deployment and training of fishery observers across programs in Galveston, Miami, and Panama City. The scope of work includes various labor categories such as Project Managers, Observer Coordinators, and three levels of Fishery Observers, all of whom must meet strict eligibility, medical fitness, and ethical standards to ensure the integrity of data collection on fishing vessels and aircraft. The procurement process included several amendments to address vendor questions, update labor descriptions, and provide the most recent Wage Determinations under the Service Contract Act. Final proposal submissions were due by September 6, 2018. Evaluation criteria for the award included a review of past performance in quality, schedule, cost control, and management, as well as the assessment of the contractor's accounting and property management systems. The government also provides specific furnished property, including safety equipment and IT hardware, to support the operational requirements of the program.
