Catered Meals for MEANG in MassachusettsThe 101st Civil Engineer Squadron is soliciting commercial catering services under a total small business set-aside for the provision of 5 days of hot breakfast meals and 5 days of hot dinner meals for 300 airmen during PATRIOT FORGE II at Fort Devens, Massachusetts, from August 10 to 15, 2026. This combined synopsis and solicitation, issued under FAR Part 12 as a commercial items acquisition, requires offerors to submit a complete quotation package via email by 4:00 PM EDT on July 8, 2026, to 101.msg.msc.contracting@us.af.mil. The solicitation is open exclusively to small businesses certified with an active SAM.gov registration and requires submission of a UEI number and CAGE code. The quotation must include four parts: administrative information confirming compliance and firm pricing for 60 days; a detailed proposed menu for all 10 meals that meets nutritional and operational requirements; a technical narrative not exceeding three pages outlining the operational plan, including food safety, quality control, and logistics for timely delivery and service; and a past performance section listing up to three recent, relevant contracts with customer contacts, all of which will be verified through the Supplier Performance Risk System (SPRS). Pricing must be presented as a firm-fixed-price per person for breakfast and dinner, with a total evaluated price for 3,000 meals. The award will be made based on best value to the government, considering price, technical acceptability, and past performance collectively—not as a lowest price technically acceptable procurement. The government will evaluate the proposal's adherence to the Performance Work Statement, including compliance with food safety standards derived from the FDA Food Code, 21 CFR 113 and 114, 9 CFR 317 and 381, AR 40-657, NAVSUP 4355.4H, and MCO P10110.31H. Compliance with temperature control for safety (TCS) foods, proper labeling with allergens and shelf-life dates, and adherence to the National Shellfish Sanitation Program for shellfish are mandatory. The contractor is responsible for all meal preparation, serving equipment, and personnel, while the government provides seating and disposal infrastructure. Inspections will occur on-site at the dining facility using DD Forms 2973 and 2974, and acceptance
