Spanish Substance Use Disorder (SUD) Community Education Presentations in Washington County

Washington County Health and Human Services, Behavioral Health Division, Addictions Program, is seeking a qualified provider through a Letter of Interest process to deliver Spanish Substance Use Disorder (SUD) community education presentations. The contract period runs from July 1, 2027, to June 30, 2032, with annual terms and an option to renew for five years. The selected provider will be responsible for delivering at least eight one-hour presentations per fiscal year, serving a minimum of 75 participants annually across major population centers and rural locations within Washington County, Oregon. Key deliverables include translating and aligning English-focused SUD materials to reflect local Spanish culture and norms, submitting quarterly reports, and ensuring all services follow evidence-based strategies or promising practices in compliance with 42 CFR Part 2. To qualify, providers must have at least two years of experience working with Spanish-speaking individuals who use substances and two years of experience delivering evidence-based SUD community education presentations in Spanish. Mandatory requirements include compliance with Oregon Administrative Rules (OARs) and the maintenance of several insurance coverages: General Liability ($500K), Professional Liability ($1M/$3M), Automobile Liability ($1M/$2M), Sexual Abuse and Molestation Liability ($3M), Worker's Compensation, and Cyber-Security Insurance. Responses were due by October 9, 2026. While this is currently a Letter of Interest process to identify qualified providers, the County may initiate a formal Request for Proposal process if necessary. Contract funding is provided by the Washington County Addictions Program, with final amounts based on negotiated budgets, capacity, and utilization.
