CLIN 0001 - XY Phase, Dielectric Mirror Coating, High Speed Liquid Crystal Spatial Light Modulator (SLM) System -Minimum Size: 512 x 512 pixels -Maximum Pixel Size: 15 microns X 15 microns with a minimum inactive space between pixels. -Addressing: Minimum of 250 addressable phase levels -Frame Rate: A minimum of 40 Hz frame rate -Minimum Phase Shift (for all pixels): 2? -Diffraction Efficiency to 90% or greater -Center wavelength ~ 780 nm with required operating range from 720-900 nm -Broadband anti-reflection coated to < 1% over the range 600 nm to 1100 nm -Maximum loss fraction of incident light: 40% over wavelength range -Minimum software requirements: -Fully controllable via C and/or Python libraries. -Standalone graphical user interface to control the device and manipulate phase images -The device must be capable of operating in a mode that does not require an external hardware trigger, but rather a software triggered mode. CLIN 0002 - Hardware trigger: A set of images (at least 50 images must be possible) must be accepted into some sort of queue (hardware, software, or combination thereof). Device must accept a TTL-level signal (such as the rising edge of a TTL pulse). When the device is configured for hardware trigger mode, each trigger signal must cause the device to load a new image taken from the next item in the image queue. The new image must be loaded within 10% of one cycle of the SLM update time. The following questions were received and answered in the previous solicitation: 1: What type of trigger signal would you like to input? A: TTL Level. 2: What is the desired pulse width for the input pulse? A: At least as small as half the crystal refresh time. 3: What is the deisired Frequency of the input pulse? A: On the Order of the refresh rate. 4: Verify that the goal is to have an SLM that updates the image each time a pulse is received by the hardware trigger, and holds that image until another pulse is received. A: Yes, that is correct. Requesting information for MISHAP ANALYSIS & ANIMATION FACILITY (MAAF) FLIGHT RECORDER DOWNLOAD SOLUTIONS ACQUISITION AND SUSTAINMENT
Solicitation # FA940126Mishap
The Department of the Air Force, specifically the Mishap Analysis and Animation Facility (MAAF), is seeking sources for engineering, acquisition, and sustainment services to develop and maintain hardware and software solutions for aircraft flight recorder download and data decompression. The scope includes creating download capabilities for both undamaged flight recorders and bench-level extracted Circuit Card Assemblies across various solid-state architectures. These solutions must run natively on Red Hat Enterprise Linux or Microsoft Windows and ensure raw data extractions map to OEM-native binary formats for bit-exact transcriptions. The contractor will be responsible for designing and testing standardized interfaces, including chassis, cabling, and drivers, while supporting a wide range of OEMs such as General Electric, Honeywell, and Curtiss-Wright. The contract structure consists of a 12-month base period with four 12-month option periods, with performance occurring at contractor facilities and Kirtland AFB, New Mexico. Key performance standards include maintaining 99 percent operational availability for download stations and providing hardware repairs or driver updates within three business days of notification. Security requirements mandate that all systems operate as stand-alone, air-gapped units with data transferred via physical USB media, and personnel must be cleared to process Controlled Unclassified Information. Under DFARS 252.227-7013/7014, the Government retains unlimited data rights to all software, source code, and technical documentation developed at Government expense. The contractor is also required to independently negotiate Non-Disclosure Agreements with OEMs to obtain proprietary technical data.
