This is a combined synopsis/solicitation for commercial services. The solicitation number for this requirement is 13-233-SOL-00011 and is hereby issued as a Request for Proposal (RFP) under FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. The Government contemplates a 150 day fixed-price contract with the Period of Performance commencing in February 2013 or earlier if feasible. The Department of Health and Human Services, on behalf of the Special Inspector General for Afghanistan Reconstruction (SIGAR) is accepting proposals from offerors who provide financial auditing services in accordance with Performance Work Statement (PWS) within the attached RFP. The North American Industry Classification System Code (NAICS) is 541211 with a Small Business Size Standard of $19.0M. This requirement is being solicited on an unrestricted basis, but gives preference to small businesses utilizing a socioeconomic evaluation factor. In order to be considered for an award, an offeror must be registered in the System for Award Management (SAM) at https://www.sam.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered at SAM prior to award, during performance, and through final payment of the contract. Lack of registration in SAM will make an offeror ineligible for award.
