Expanding Capacity of Maryland Accredited Community Health Worker Certification Training Programs to Recruit and Train Maryland CHWs
Solicitation # BPM059395
The Maryland Department of Health's Office of Population Health Improvement is issuing solicitation BPM059395 to expand the number of trained and certified Community Health Workers (CHWs) in Maryland. This firm fixed price grant is available to MDH-accredited training programs that are either local or state government agencies, public colleges, state universities, or 501(c)(3) nonprofit social organizations. Awardees must maintain an operational office within Maryland and are required to recruit and train at least five Maryland-based CHWs per organization at no cost to the students. Grant funds may also be used to provide essential supplies, such as textbooks and loaner laptops, to remove barriers to program completion. The anticipated period of performance is approximately eight months, running from December 1, 2026, to July 30, 2027. Applications must be submitted via eMMA by November 11, 2026, and divided into two volumes: a Project Narrative and a Budget Justification. Compliance requirements include adherence to the Community Health Worker Act, COMAR regulations, the Americans with Disabilities Act, and various federal non-discrimination laws. This is a notification that Naval Special Warfare (NSW) intends to modify contract H92240-20-D-0010 awarded to NAR Training LLC for Special Operations Tactical Medical (SOTM) training. The modification was determined outside the general scope of the contract, thus under the statutory authority of 41 U.S.C. 1901, using the procedures in Federal Acquisition Regulation (FAR) Subpart 13.5 and the format at FAR 6.303-2, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements for this change to the requirement. NAR Training LLC was competitively awarded the firm-fixed-price, five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for SOTM training on 6 February 2020. They are currently providing the training at the contractually required location within 400 miles of Coronado, CA. However, the Government has a requirement for a secondary training location within 400 miles of Joint Expeditionary Base (JEB) Little Creek, VA. Since the Government requires the same integrally related training curriculum for all NSW medics, NAR Training LLC is the only vendor that can provide the same services at both locations. The North American Industry Classification System (NAICS) for this requirement is 611699, and Small Business Administration size standard for this sector is $12M. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. The contractor identified is the only known source for the subject modification to the requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical capability information, which shall demonstrate contractors ability to complete effort within required time. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. All responses must be received no later than 10:00AM EST, December 24 2020. Verification of receipt of electronic transmission is the sole responsibility of the contractor. If no valid responses are received, a modification to contract H92240-20-D-0010 shall be made to NAR Training LLC.

Solicitation # H9224026SC001
The Naval Special Warfare Command (NSWC) is utilizing a Commercial Solutions Opening (CSO) under solicitation H9224026SC001 to accelerate the development, procurement, and integration of unmanned systems (UxS) capabilities. This initiative supports the Joint Force, Special Operations Forces (SOF), and allied partners by seeking innovative solutions in several Areas of Interest, specifically UxS as a Service, First Person View (FPV) platforms for ISR and kinetic operations, and UxS training. The scope encompasses a wide array of requirements, including complete UxS systems, payloads, Command and Control (C2) software, artificial intelligence for processing and exploitation, and communications equipment. Technical priorities include interoperability with systems like Lattice and Hivemind, adherence to a Modular Open Systems Approach, and strict compliance with FAA, ICAO, and cybersecurity standards, with a prohibition on components from covered countries. The procurement process is structured in three phases: Phase I involves the submission of unclassified solution briefs via the Vulcan portal; Phase II consists of demonstrations and pitches requiring the provision of at least three operational units and two trained operators; and Phase III involves the collaborative development of Statements of Work and final negotiations. NSWC anticipates awarding either Firm-Fixed Price contracts under FAR Part 12 or Other Transaction Authority (OT) agreements under 10 U.S.C. 4022-23. Submission deadlines vary by Area of Interest, with several extended through December 31, 2026. To be eligible for award and payment, companies must be registered in the System for Award Management (SAM) and utilize Wide Area Work Flow (WAWF) for invoicing.

FPV Unmanned Aerial Systems (UAS) for ISR OperationsThe contract seeks the development and delivery of First-Person View unmanned aerial systems designed explicitly for Intelligence, Surveillance, and Reconnaissance missions in challenging operational environments, including those that are GPS-denied, high-electromagnetic interference, and maritime. These systems must deliver 45 to 60 minutes of endurance and be capable of rapid deployment to support time-sensitive missions. The technology must operate reliably under extreme conditions where conventional navigation and communication systems are compromised, demanding robust, self-contained avionics and resilient data links. The aircraft should be optimized for low-observable characteristics and field-ready handling to meet the demands of tactical special operations forces. This is a subcontract opportunity under the NAICS code 334511, tied to the Naval Special Warfare Command within the Department of Defense, with a performance location in San Diego, California, ZIP 92155. The solicitation was posted on May 5, 2026, and responses are due by December 31, 2026, at 5:00 PM Eastern Time. While no set-aside designation or point of contact is specified, the nature of the requirement suggests a focus on advanced aerospace manufacturing capabilities with proven experience in military-grade UAS integration. Contractors must demonstrate technical precision, operational relevance, and the ability to deliver systems that meet the rigorous standards of special operations in austere maritime and urban terrain.
