AI Contract Overview
The Federal Bureau of Investigation, under the Department of Justice, is soliciting proposals for a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to acquire specialized Open Source Intelligence (OSINT) tools from small business authorized resellers, with the NAICS code 513210 (Software Publishers) and a total small business set-aside under FAR 19.5. Offerors must be registered in SAM.gov and qualify as small businesses under the $47 million size standard for NAICS 513210, including eligibility under the nonmanufacturer rule with no more than 500 employees. The solicitation, identified as RFP-002132, was last amended on June 2, 2026, with the proposal deadline set for June 5, 2026, at 6:00 p.m. ET. Proposals must be submitted via email to joe.spatafore@fbi.gov and comprise three volumes: Volume I (Company Data) limited to one page, Volume II (Technical Approach) limited to nine pages per CLIN, and Volume III (Pricing) using the official template. Only the Pricing Template and a signed certification confirming proposal price validity for 120 days from the due date are mandatory for revised submissions; revised Technical Volumes are optional but all proposals will be evaluated using updated Technical Approach criteria. The Contracting Officer has sole authority to bind the Government, while the Contracting Officer Representative will handle deliverable receipt, inspection, performance evaluation, and invoice certification without authority to alter contract terms. Evaluation will follow a best value trade-off approach, prioritizing superior technical capability over lowest price, with Company Data Validation serving as a mandatory pass/fail gate. The contract includes a twelve-month base period, four twelve-month option periods, and a six-month extension, with performance primarily in Washington, D.C. The Statement of Work defines twelve CLINs covering specialized OSINT capabilities such as financial and banking data, deep/dark web access, image and video analysis with metadata extraction, identity records, property records, and terrorism-related information. Systems must operate 24/7, support export in .xlsx, .pdf, .json, and .txt formats, embed foreign language translation without external services, provide geo-inference and anonymized searching, and ensure FBI user data is never sold or improperly archived. Security requirements mandate a robust posture comparable to FedRAMP Moderate, 2
