AI Contract Overview
This solicitation, issued by the FBI Directorate of Intelligence under solicitation number RFP-002132, seeks to establish a Multiple-Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract exclusively set aside for small businesses (FAR 19.5) classified under NAICS code 513210 (Software Publishers). The contract aims to develop a “storefront” of specialized Open Source Intelligence (OSINT) tools across multiple functional categories or Contract Line Item Numbers (CLINs), such as financial/banking information, deep/dark web, U.S. and international business data, vehicle history, historical internet data, terrorism-related information, image and video analysis, identity records, and property/land records. The solicitation reflects incremental updates, including removal of the digital asset information CLIN, extension of proposal deadlines to June 5, 2026, and amendment of the Statement of Work (SOW) under clause 2.2, with pricing certification required from offerors to confirm price validity for 120 days past the submission due date. The contract includes a 12-month base period of performance with four subsequent 12-month option periods plus a six-month extension, with the place of performance located in Washington, D.C. Offerors must submit separate, complete proposals for each CLIN, including a technical volume limited to nine pages per CLIN and a pricing volume using the provided template. Evaluation follows a best value "trade-off" approach that prioritizes technical superiority over lowest price, with company data validation serving as a preliminary pass/fail gate. Pricing includes a base unit price per CLIN for evaluation and tiered pricing for future orders covering quantities from 2 to over 500 units. System security mandates include maintaining a FedRAMP Moderate or comparable security posture to protect sensitive FBI user information and searches, ensuring anonymity and prohibiting the sale of FBI data. The contractor is also required to provide 508 compliance documentation annually, deliver monthly status reports and user training materials, and adhere to specific invoicing and contract administration protocols overseen by the designated Contracting Officer and Contracting Officer Representative. The proposal submission must comply with formatting requirements such as font and margin size, and be submitted by email to the designated contracting specialist by the stated deadline.
