NIH NIAID Genedata Analyst bioinformatics software program
Solicitation # 7571TE26Q00254
The Department of Health and Human Services, through the Office of Mission Acquisition Solutions on behalf of the National Institutes of Health and the National Institute of Allergy and Infectious Diseases, intends to award a firm-fixed-price contract to Genedata (USA), Inc. for a 12-month renewal of the Genedata Analyst bioinformatics software. This acquisition is conducted under FAR Part 12 for commercial products and FAR Part 6.103-1, identifying Genedata as the only responsible source capable of meeting the requirements. The software is essential for the Viral Pathogenesis and Evolution Section to maintain continuity in its research on respiratory viral disease, vaccine development, and antiviral therapies, specifically by utilizing over 100 million historical gene-expression data points. Genedata Analyst provides critical capabilities for the statistical modeling of multi-omics data, including linear and nonlinear normalization methods such as LOWESS and Quantile Normalization. The software supports advanced analytical functions including parametric and non-parametric testing, mixed linear models, Principal Components Analysis, and machine learning tools like Decision Trees and Partial Least Square analysis. Additionally, it offers interactive visualization tools such as heat maps, scatter plots, and tree maps to support the identification of biomarkers and biological network characterization. The government is seeking capability statements from interested parties by September 14, 2026, to determine if a competitive procurement is warranted.

Offerors must be registered in SAM.gov and qualify as small businesses under the $47 million size standard for NAICS 513210, including eligibility under the nonmanufacturer rule with no more than 500 employees. The solicitation, identified as RFP-002132, was last amended on June 2, 2026, with the proposal deadline set for June 5, 2026, at 6:00 p.m. ET. Proposals must be submitted via email to joe.spatafore@fbi.gov and comprise three volumes: Volume I (Company Data) limited to one page, Volume II (Technical Approach) limited to nine pages per CLIN, and Volume III (Pricing) using the official template. The Contracting Officer has sole authority to bind the Government, while the Contracting Officer Representative will handle deliverable receipt, inspection, performance evaluation, and invoice certification without authority to alter contract terms. The contract includes a twelve-month base period, four twelve-month option periods, and a six-month extension, with performance primarily in Washington, D.C. The Statement of Work defines twelve CLINs covering specialized OSINT capabilities such as financial and banking data, deep/dark web access, image and video analysis with metadata extraction, identity records, property records, and terrorism-related information. Systems must operate 24/7, support export in .xlsx, .pdf, .json, and .txt formats, embed foreign language translation without external services, provide geo-inference and anonymized searching, and ensure FBI user data is never sold or improperly archived. Design-Build of a Tier II Mobile Command Post Vehicle (MCPV) Trailer
Solicitation # 15F06726R0000194
The Federal Bureau of Investigation is seeking a single-award, Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity contract for the design, engineering, manufacturing, and production of Tier II Mobile Command Post Vehicle (MCPV) systems. These systems consist of custom-integrated gooseneck trailers and compatible Class 4 prime hauler vehicles designed to support command, control, communications, and computer (C4) operations. The acquisition follows a phased design-build approach, requiring the contractor to produce a production-representative first article to establish a configuration baseline before proceeding to full-scale production. The government anticipates ordering approximately thirteen MCPV trailer systems and associated haulers over a contract period consisting of one base year and four option years, with a maximum contract value not to exceed $15,000,000. Award will be based on best value, with non-price factors weighted significantly more than price. Technical evaluation focuses on the proposed concept, engineering feasibility, and production capability, with a mandatory pass/fail requirement for ISO 9001 certification. The contractor is responsible for comprehensive lifecycle support, including integration of government-furnished equipment, technical documentation, and warranty administration. All deliverables must meet strict technical specifications and be verified through a Master Requirements Traceability Matrix. Administrative requirements include electronic invoicing via the Invoice Processing Platform and the protection of controlled unclassified information. Proposals must be submitted in four distinct volumes, adhering to strict page limits and native Excel format requirements for pricing and traceability matrices.
