Specialty Service Truck Bodies (Re-bid)

The City of Newport News, through its Department of General Services, is seeking qualified contractors for the custom design, fabrication, and installation of specialty service truck bodies on an as-needed basis. The initial requirement includes one preventive maintenance and lube service body with a crane, three tandem axle snowplow capable dump trucks, one single axle dump truck, and one non-snow tandem dump truck, all to be completed before July 1, 2028. Following this initial phase, the City anticipates purchasing approximately five additional specialty truck bodies per year, depending on funding availability. The scope of work encompasses various configurations, including 10-foot and 16-foot dump bodies and mechanics service bodies, all mounted on City-provided chassis. The contract will be awarded to the offeror providing the best value and most advantageous proposal, with the possibility of multiple awards. Evaluation criteria prioritize the contractor's demonstrated understanding of the requirements, successful experience with similar complex fabrications, and the total cost of ownership. Technical standards are stringent, requiring compliance with SAE standards and OEM guidelines, specifically prohibiting the use of Scotch Locks or T-Taps in electrical installations. The agreement is established as a non-exclusive arrangement with an independent contractor, featuring net 30-day payment terms and deliveries on an F.O.B. Destination basis. Proposals must be submitted via the OpenGov Procurement portal by October 1, 2026.
