The City of Tucson currently provides three medical plans to employees and retirees: a Network plan limited to Arizona residents, a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA), and a HDHP with a Health Reimbursement Arrangement (HRA). Starting July 1, 2026, the City will maintain these three options but plans to eliminate the HDHP with HRA by the 2027/2028 plan year without a confirmed replacement at this time. The new plan offerings under Arizona Blue include an EPO In-Network Only Plan available nationwide, alongside the HDHP with HSA and HDHP with HRA. Due to rising medical and pharmacy costs, the City is implementing several premium and design changes effective July 1, 2026, such as deductible and out-of-pocket maximum increases for the EPO plan, higher copays for emergency room visits, primary care, specialists, and prescription drugs, and the removal of the HRA contribution in the HDHP with HRA plan. No changes are planned for the HDHP with HSA. For this solicitation related to Specific Stop Loss Insurance, the City is waiving a pre-bid/proposal conference but encourages prospective bidders to submit questions via the OpenGov system by May 5, 2026. The City will issue written addenda if clarifications are needed. The solicitation deadline is May 19, 2026, and the benefits consultant McGriff, a Marsh & McLennan company, is assisting with the RFP process. Point of contact details for the Benefits Administrator and Principal Contract Officer are provided for inquiries. The solicitation is issued under the Arizona Business Services department and covers performance in Arizona.
