Spirometry System

The Indian Health Service, under the Department of Health and Human Services, intends to award a sole-source contract to Pulmone USA, Inc. for the delivery, installation, and support of a PulmOne MiniBox+ Pulmonary Function Testing System at the Whiteriver Service Unit in Arizona, following a determination under FAR 6.302-1 that only one responsible source exists. The acquisition, identified by solicitation number PHX-SS-26-008 and classified as an 8(a) Sole Source set-aside, is for a single unit of a gasless, cabinless spirometry system capable of performing spirometry, DLCO, and lung volume measurements while accommodating obese, wheelchair-bound, non-ambulatory, and claustrophobic patients. The system must include the MiniBox+ device and cart, a 3-liter calibration syringe, DLCO gas regulators, HL7 configuration and license, one hundred filters, and a five-year manufacturer warranty beginning on the date of acceptance, with full integration into existing RPMS/EHR systems via secure HL7 interfaces. The contract is structured as a firm-fixed-price purchase order with no specified dollar value, and the vendor is responsible for all shipping costs related to warranty repairs or returns to the factory. Performance is limited to a one-time delivery and installation, with in-person training provided on the day of installation by qualified manufacturer or authorized vendor personnel. The Contracting Officer’s Representative, Tami Bonebrake, will oversee technical progress, perform inspection and acceptance, interpret the Statement of Work, and recommend changes, though they have no authority to modify contract terms or pricing. The system must comply with all IHS, HHS, and DHS cybersecurity and security requirements, and the contractor is strictly prohibited from accessing IHS servers or patient information. Support must be available during normal business hours, with service calls responded to within 24 hours and issues resolved within 48 hours, excluding weekends and federal holidays. Responses to contest the sole source determination must be submitted by June 11, 2026, at 12:00 PM PST to Jimmy Perry at jimmy.perry@ihs.gov, referencing PHX-SS-26-008, must be complete and detailed for government evaluation of alternatives, and must exclude any proprietary or classified material. The government is under no obligation to acknowledge receipt or provide feedback on submissions.
