SPPD25020 - California Military Installation Readiness

The Governor’s Office of Land Use and Climate Innovation seeks a contractor to support the initial phase of the California Military Installation Readiness initiative, focusing on coordination, planning, and documentation to establish a framework for military installation and community readiness. The contractor will design and execute tabletop exercises, launch and manage working groups, develop stakeholder engagement strategies, and prepare required reports and questionnaires, all aimed at informing future statewide implementation. The contract has a maximum value of $304,897, with a performance period from July 20, 2026, to July 20, 2027, and tasks are divided into specific milestones through early 2027. Work will primarily be conducted at LCI’s Sacramento office or at military installations as needed, during standard business hours, with remote work permitted under approval. All deliverables must align with LCI’s internal standards, be submitted in compatible digital formats, and be version-controlled within the State’s repository, with hard copies produced only if required and in compliance with state formatting guidelines. The solicitation requires proposers to submit a comprehensive proposal including mandatory attachments such as a scope of work response, cost worksheet, certification forms, references, and declarations for Small Business and Disabled Veteran Business Enterprise participation, with a minimum of 25% SB and 3% DVBE participation mandated. Proposals must demonstrate compliance with California state contracting requirements, including certifications for tax compliance, business registration, civil rights, and prohibitions on contracting with entities involved in Iran or Darfur-related activities. GenAI use in proposal preparation must be disclosed, and all work product is considered a work made for hire, with full ownership vested in LCI. Key personnel must meet minimum qualifications, and any substitutions require prior approval. Contractors must maintain commercial general liability insurance of $1 million per occurrence and name LCI as an additional insured. All subcontractors must be disclosed and comply with DVBE and CUF requirements, and strict confidentiality obligations apply, including FIPS 140-2 encryption of State data and immediate breach reporting.
