The contract involves the Pennsylvania State System of Higher Education continuing its partnership with Lyrasis, a nonprofit membership organization specializing in collaboration and innovation services for libraries, archives, museums, and research institutions. Lyrasis provides curated content licensing, data migration, hosting, and open technology support, leveraging its position as a consortium to negotiate favorable pricing structures with content providers that typically do not engage directly with small or regional libraries. Through this agreement, the Keystone Library Network (KLN), which includes the State System university libraries and additional members, benefits from group procurement efforts that secure volume discounts on library content and subscription services. The contract extends this strategic collaboration for an additional five years, recognizing that only a single contractor—Lyrasis—can deliver the comprehensive range of services and pricing advantages required by the KLN libraries. This continuation ensures that the member libraries maintain access to competitive content offerings made possible through Lyrasis’ consortium buying power and partnerships. The contract is classified under NAICS code 712110, with performance taking place in Pennsylvania, and supports the State System’s goal of enhancing resource sharing and cost efficiency across its academic libraries.

The State System operates the Keystone Library Network (KLN) library consortium comprised of the State System university libraries as well as additional library members, who benefit from this strategic collaboration.  KLN engages in group procurement for library content and subscription services to achieve volume discounts to its members.Lyrasis is a 501(c)(3) nonprofit membership organization and is a catalyst for collaboration and innovation, a leader in open technologies, hosting, data-migration, content licensing, and other community support software programs across research organizations, Archives, Museums, and academic, public, and specialty libraries.Lyrasis’ content library is curated by a licensing team who works to negotiate discount pricing for its members, and the State System is one of its members.  Through membership, the KLN libraries can add content to their libraries, leveraging the negotiated pricing structures realized by the Lyrasis team.  Lyrasis partners with many content providers, their products/content through which can only be purchased though a competitive consortium such as Lyrasis as many content providers do not contract directly with small regional libraries.  Additionally, any of the associated pricing can only be realized through the buying power that is Lyrasis.  It is for these reasons that only a single contractor is capable of providing the services offered through Lyrasis and its partners and the state system wishes to continue this partnership for an additional 5 more years.
