The United States Coast Guard Base Los Angeles-Long Beach is seeking bids for modifications to the fire alarm and suppression systems at USCG Station Morro Bay, located at 1279 Embarcadero, Morro Bay, CA 93442. This solicitation, numbered 30471PR260000004, is a 100% set-aside for certified HUBZone small business concerns and was reopened after the initial solicitation failed to yield sufficient proposals for fair and reasonable pricing. Bids are due by July 10th at 11:59 Eastern Time and must be submitted via email to the primary point of contact, Frank Rodriguez. Offers will be evaluated under FAR 52.212-2 for commercial products and services, with award based on the most advantageous proposal considering price, past performance, and technical capability, where past performance and technical capability combined hold greater weight than price. The government will assess all options included in the offer by combining their total cost with the basic requirement, and may reject offers with significantly unbalanced option pricing; however, option exercise is not guaranteed. The scope includes relocating two smoke detector heads from bathrooms, removing non-essential units, installing new detectors in the kitchen, and relocating or removing two fire suppression sprinkler heads from high-risk areas. All work must comply with NFPA 72 and NFPA 13 standards, the California Fire Code, Title 24, and OSHA 29 CFR 1926. Contractors must secure necessary permits, maintain a clean worksite, and provide certification of system functionality and code compliance after installation. If asbestos or lead-based paint is discovered, all work in the affected area must cease immediately and the contracting officer must be notified—no abatement is authorized under this contract. A contract manager must be designated, all personnel must speak English and wear identifiable attire, and all employees must present valid identification to access the facility. Invoices must be submitted electronically through the Invoice Processing Platform, and vendors must be registered in SAM.gov and IPP to receive payment. Site visits must be coordinated through Station Morro Bay personnel, and all work must be performed without imposing liability on the government. Final acceptance requires a signed inspection and functional test conducted with the designated point of contact.

The U.S. Coast Guard is soliciting a total small business set-aside contract for the complete renovation of the kitchen in Building F at Station San Diego, located at 2170 N. Harbor Drive, San Diego, CA. The project requires the contractor to provide all personnel, equipment, and materials to modernize the space, including the demolition of existing materials and the installation of new cabinetry, countertops, stainless steel appliances, and fixtures. Specific technical tasks include installing new electrical outlets, a single-basin stainless steel sink, garbage disposal, and sump pump, as well as painting the entire kitchen area. All work must be completed within 60 calendar days from the issuance of the Notice to Proceed, with standard working hours from 0800 to 1600, Monday through Friday. Bids will be evaluated based on price and relevant past performance. Interested offerors must submit a comprehensive proposal including product data sheets, warranties, material samples, a detailed technical plan, and safety documentation such as an Activity Hazard Analysis and Accident Prevention Plan. Additionally, contractors must coordinate base access through the Command Security Officer to ensure unrestricted site entry. Questions are due by September 16, 2026, and final proposals must be submitted by September 21, 2026.
