Stage 2 - Hwy 5 Roadway Renovations, Wood Buffalo National Park

Parks Canada Agency has issued a two-stage solicitation (contract number 5P468-25-0296/A) for comprehensive roadway renovations on Highway 5 within Wood Buffalo National Park, Alberta, with a project completion deadline of September 30, 2026. The renovation work includes extensive pavement pulverization, chip sealing via asphaltic surface treatment, base course pulverization, full-depth rehabilitation, roadway failure repairs, and maintenance and repair of multiple culverts. The contract is estimated to be valued over $5,000,001 exclusive of taxes, necessitating significant bonding and insurance compliance. Due to specific federal park regulations, all work must be performed in accordance with the National Park Act and associated ordinances. The procurement process is structured as a two-stage selection. Stage One involves a qualification evaluation where interested suppliers submit their credentials and compliance documentation, with submission strictly via fax or a designated email address, subject to file size limitations and other detailed instructions. Bids submitted in-person, by courier, or through other electronic platforms such as SAP Ariba will not be accepted. Qualified bidders from Stage One will be invited to Stage Two, which requires a full financial bid and further qualifications, including submission of an Indigenous Participation Plan and adherence to a two-envelope tender process. The prequalification list expires within 180 days or after Stage Two contract award and will not be reused in other solicitations. Potential subcontractors are encouraged to partner with bidders under the designated section.
