The Texas Comptroller of Public Accounts is seeking proposals from qualified vendors to replace its existing Statewide Financial System, including licensed software, cloud storage, application development, and related services. The goal is to implement a Software as a Service (SaaS) solution that offers the best value for the state, with provisions for custom development on Platform as a Service (PaaS) or third-party SaaS solutions if needed to meet specific requirements. The project primarily targets replacing two critical systems, the Uniform Statewide Accounting System (USAS) and the Texas Identification Number System (TINS), which are vital for managing state financial transactions, vendor payments, and compliance across all Texas state agencies and higher education institutions. The contract is anticipated to be awarded to a single successful respondent, although the agency reserves the right to issue additional solicitations or not award the contract at all. All costs related to the services must be included in the submitted offer, which must meet all specified requirements and documentation criteria to be considered responsive. The RFO emphasizes transparency and encourages all qualified vendors to submit their best pricing, regardless of proprietary considerations. The solicitation includes detailed appendices outlining the scope of work, confidentiality requirements, and mandatory pricing sheets. The procurement process is open, with a response deadline of August 26, 2024, and additional updates and information are available through posted addenda and the official procurement website. The contract aims to modernize and streamline the state's financial systems, ensuring improved efficiency, security, and compliance across Texas government operations.

The Texas Comptroller of Public Accounts (“CPA”), an agency of the State of Texas, issues this Request for Offers (“RFO”) to solicit offers from qualified vendors for the replacement of the Statewide Financial System which shall include licensed software, cloud storage, application development and other related services (“Services”) as described in Section II, Appendix 1: Statement of Work (SOW) and within this RFO. CPA’s objective is to replace these systems with a Software as a Service (SaaS) that represents the best value for CPA and the State of Texas, according to the terms and conditions of this RFO. If necessary, custom development hosted on a Platform as a Service (PaaS) or third-party SaaS solutions can be used to meet CPA specific requirements.CPA anticipates making a contract award to one (1) Successful Respondent for the Services. CPA reserves the right not to award a contract for the performance of all or part of the Services. This RFO is not exclusive, and CPA reserves the right to issue additional solicitations regarding the Services or similar services at any time. All Respondents are encouraged to always offer their best pricing. All costs associated with the Services must be included in the Respondent’s Offer. Offers that do not meet all the requirements or contain all of the required documentation specified in this RFO will be rejected as non-responsive.CPA understands that the requested items in this RFO may be proprietary to one vendor under Section 2155.067 of the Texas Government Code; however, CPA strongly encourages Offers from all qualified Respondents that may be able to provide the Services. The following Appendices are attached to and incorporated into this RFO for all purposes:• Appendix 1: RFO Section II (Specifications), Part D (Scope of Work)• Appendix 2: RFO Section II (Specifications), Part R (Confidential Information)• Appendix 3: (Mandatory Price Sheet)The two (2) core systems to be replaced are the Uniform Statewide Accounting System (USAS) and Texas Identification Number System (TINS). USAS tracks accounts payable and receivable, general ledger, grant accounting, project accounting, and contract accounting for the State of Texas. TINS stores information that is used to pay claims, maintain a history of payments, and prevent the payment of a claim to persons or entities indebted to the State of Texas. The Uniform Statewide Accounting System (USAS) and Texas Identification Number System (TINS) are two of the most important systems within the State of Texas. TINS and USAS are in use by all Texas State Agencies and Institutions of Higher Education to process all vendor, employee, and taxpayer payments (warrants).Addendum No.1 posted 5/1/2024. Addendum No. 2 and Pre-Offer Conference Presentation posted 5/21/2024.
