THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR OFFERORS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE REPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITTING OFFERS FOR THIS ANTICIPATED SOLICITATION. Purpose: The National Institute of Standards and Technology (NIST) has a need for Design-Build (D-B) Construction Services, specifically for steam and steam condensate underground utility systems. This requirement is for Office of Facilities and Property Management on the Gaithersburg, Maryland campus. The applicable NAICS code is 238220, Plumbing, Heating and Air-Conditioning Contractors with a size standard of $15M. NIST intends to award one D-B Construction firm fixed contract. The estimated magnitude of construction is between $3M to $5M. The scope involves repairs to an existing underground steam distribution and steam condensate return system to specifically include installation of new condensate piping. In accordance with FAR Subpart 36.3, Two-Phase Design Build Selection Procedures, GSA intends to solicit to receive competitive Design Build (D-B) fixed-priced proposals from a D-B team who will complete the design, construction documents, and construction. Background: Items listed below are for the purposes of describing the current known conditions and key information on the affected system: 1. Steam is supplied to campus buildings from a central plant at 150 PSI via an underground piping system 2. Steam condensate is returned from campus buildings via a condensate pumping station in each building and an underground piping system 3. Steam main drips are located in manholes, and discharge high temperature/pressure steam condensate directly into the low pressure pumped condensate return piping 4. Underground steam and condensate piping consists of a pre-engineered, factory fabricated, direct buried, drainable dryable & testable (DDT) high temperature conduit system 5. Pipe depth varies but is approximately 10 feet below grade 6. Steam and steam condensate piping were replaced sitewide circa 2003. During the replacement some sections of the original steam and condensate lines (installed circa 1960) were abandoned in place. Original steam piping has asbestos insulation. There may be locations where the asbestos will need to be abated. Additionally, the piping may be required to be removed to install the new condensate line. 7. The scope of this project involves the portion of steam/condensate piping serving the south end of the NIST campus. Piping length is slightly less than 1 mile. Piping is generally 6" steam and 3" condensate. 8. Scope includes work/scope in operational steam manholes. Total manholes are approximately 20. Conditions of steam manholes vary, with some experiencing structural issues, inadequate ventilation, and water infiltration. Repairs or replacement of manholes may be necessary. 9. Steam service to buildings must not be interrupted during construction until each building is individually tied in to new system. 10. Engineering studies and as-built drawings of the underground steam distribution system are available. 11. The steam condensate piping is leaking in multiple locations and has been partially taken out of service. It is believed that the discharge of high temperature/pressure condensate into the pumped condensate main resulted in flash steam/hydrodynamic cavitation, which caused the condensate piping to fail in several areas 12. Repairs and/or replacement of condensate piping is time sensitive owing to the critical need for reliable steam and condensate return service to research facilities located at the south end of the NIST campus. 13. All interested parties will be required to have an Experience Modification Rate (EMR) of 1.00 or less. General Experience Required: Qualified Firms will be those demonstrating experience and past performance executing a D-B contract for a direct buried, DDT type pumped condensate system and associated steam distribution system. Relevant Project Experience: Responses Shall be submitted in accordance with the submittal requirements only. All interested firms having the necessary skills, qualifications and capabilities shall respond to this sources sought announcement/market survey by providing the below required information: 1. Name of Company and Company Address. 2. Name, telephone number and email address of a contact person. 3. A brief statement describing Company core business, size, DUNS number, applicable business size designation, Large, (Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB) or Service-Disabled Veteran Owned Small Business (SDVOSB), 8(a), HUB-Zone Small Business or other). 4. Experience with Design Build direct buried steam utility systems for multi-building institutional or industrial campuses that involved pumped condensate piping systems (minimum of two projects). Provide the following information: a. Provide information on the DB team for the projects referenced that have closely related steam and condensate construction services. b. Number of steam manholes involved in previous design build efforts c. Steam pressure of systems in previous design build efforts d. Pipe sizes of direct buried DDT type condensate piping and length of the piping in feet in previous design build efforts. e. Identify if construction occurred on an operational system f. Identify year construction (design-build) was completed. g. Identify when D-B contract was awarded, when construction began, when construction was completed and contract period of performance (calendar days). 5. Bonding will be required for this procurement. Companies will have to provide adequate bonding to be considered. 6. Design-Bid-Build experience will not be accepted. 7. Mentor Prot'g Joint Venture participants specifically under the SBA's "All Small Mentor Prot'g Program" are encouraged to submit capabilities. Submittal Requirements: All interested firms SHALL only submit to the contracting office in response to this Sources Sought, a brief capabilities statement in regard to General Experience (3-page maximum single side only) in addition to the required contractor information form attached. For Relevant Project Experience, provide no less than two (2) completed design-build construction projects to include experience in performing related efforts of the general scope, similar in size and complexity of construction contracts. Relevant project experience SHALL only be submitted on the attached project information form. Cover letters and extraneous material (brochures, etc.) will not be considered. No reimbursement will be made for any cost associated with providing information in response to this announcement or any follow-up information provided. Responses must be emailed to maliaka.pinkney@nist.gov by 12:00 pm EST, April 18, 2019. A SOLICITATION IS NOT CURRENTLY AVAILABLE. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
