STI Testing Services Program

The Colorado Department of Public Health and Environment is seeking a contractor to provide statewide laboratory testing services for sexually transmitted infections and HIV among vulnerable populations through Invitation for Bid IFB1-FAAA-2026000185-2. The contractor must perform testing for Chlamydia, Gonorrhea, Syphilis, and HIV using specimens submitted by designated partners across Colorado, utilizing a web-based portal for test ordering and result delivery. Key requirements include maintaining a minimum of three years of high-volume STI testing experience, processing specimens from multiple agencies statewide, supporting Electronic Laboratory Reporting via HL7 messaging standards, and reporting all results to the state public health surveillance system. The contractor must also provide no-cost courier access and lockboxes statewide, supply collection materials including blood tubes, aptima kits, urine cups, vacutainers, and needles, and establish at least one on-site testing location in each of Colorado’s four regions. Turnaround time for routine test results must be 72 hours from specimen receipt. The contract term begins July 1, 2026, and extends through June 30, 2027, with optional one-year renewals up to a total of three years, subject to state funding. The award will be made to the lowest responsible and responsive bidder based solely on total annual cost, with pass/fail criteria for experience, capacity, ELR capability, and compliance with minimum requirements outlined in Attachment 3. All bids must be submitted electronically via BidNet by June 3, 2026, at 2:00 PM MT, and bidders must be registered in Colorado’s Vendor Self Service system. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence and $1,000,000 general aggregate, workers’ compensation as required by state law, and automobile liability insurance of $1,000,000 per accident. Additional obligations include entering into a HIPAA Business Associate Agreement due to handling protected health information, certifying compliance with state and federal non-discrimination laws, and adhering to strict data security protocols for personal identifying information including encryption during storage and transmission.
