Stilling Basin Dewatering and Cleaning – Duncairn Dam and Spruce River Dam Spillways

The Water Security Agency is seeking qualified respondents to perform dewatering, cleaning, and isolation of spillway slabs and stilling basins at Duncairn Dam and Spruce River Dam to prepare the structures for comprehensive structural inspections scheduled for 2026. All work must be conducted to deliver inspection-ready conditions, requiring full provision of labor, equipment, materials, temporary works, permits, specialist support, environmental protection measures, and incidental resources in full compliance with applicable laws, regulations, permit conditions, and environmental screening requirements. The scope encompasses the complete execution of these tasks at both dam sites within Saskatchewan, ensuring no risks to surrounding ecosystems or public safety. As a Treasury Board Crown corporation established under The Crown Corporations Act, 1993 and governed by The Water Security Agency Act, the agency is tasked with managing Saskatchewan's water resources, including dam operations, flood and drought mitigation, and water quality protection.
