Storm Model Development

The Town of Oakville is soliciting proposals from qualified consulting firms to develop a Town-wide dual drainage hydrologic and hydraulic model using PCSWMM. The project requires the creation of a technically defensible analytical tool to support flood risk management, stormwater assessment, and emergency response planning. The scope includes 1D modelling of major and minor drainage systems, detailed 2D modelling for the top five flood-prone priority areas, and a specific 2D pilot model for the Midtown Oakville area. Key deliverables consist of a calibrated functional model, a comprehensive modelling report, a user manual with a maintenance guide, and GIS-compatible mapping products. Simulations must cover design storm events ranging from 2 to 100 years, as well as the Regional Storm event. The contract will be awarded based on the best overall value, with a scoring system weighted 70 percent for technical qualifications and 30 percent for pricing. Proponents must submit electronic proposals via the Town's bidding portal by November 5, 2026. Successful consultants are required to maintain commercial general liability insurance of at least 5 million dollars per occurrence and non-owned automobile liability of 2 million dollars, while ensuring full compliance with WSIB requirements. Administrative terms include NET 30 payment terms for invoices submitted in PDF or TIF format to the Accounts Payable department. The agreement is governed by the laws of the Province of Ontario and the Town of Oakville.
