Storm Water Management Master Plan Update

The City of Clarence-Rockland is seeking professional engineering services under solicitation 2026-029 to update the Stormwater Master Plan (SWMP) for the urban area of Rockland and develop new SWMPs for several other villages, including Clarence-Creek, Cheney, Clarence-Point, Bourget, Hammond, and St. Pascal-Baylon. The scope of work involves comprehensive data collection, hydrologic and hydraulic modelling using PCSWMM and GIS, infrastructure condition assessments, and the identification of system deficiencies. The selected proponent will be responsible for developing costed, phased implementation plans and final reports that are English-only and AODA-compliant. Key deliverables are structured around three technical checkpoints covering data review, existing conditions, and future capital implementation plans. The contract will be awarded to the top-ranked proponent based on a combined score of corporate qualifications and pricing, with a specific 25-point weight assigned to the price evaluation. While most pricing is based on a lump-sum level of effort for specific deliverables, the contract includes a fixed $30,000 cash allowance for CCTV work. The successful supplier must maintain $5 million in commercial general liability insurance and provide WSIB certification. Payments will be processed via monthly invoices for approved works. Proposals are due by October 30, 2026, and must be submitted electronically through the designated bidding system.
