Strategic Planning and Medical Support

The contract seeks strategic planning and medical logistics support services for Headquarters, Army Materiel Command (HQAMC), covering war planning, materiel integration, personnel, advanced manufacturing, and medical supply chain management in a global conflict environment. The work is performed at multiple secure government facilities including Redstone Arsenal, Huntsville, Fayetteville, Fort Shafter, and Shaw Air Force Base, with a performance period consisting of a nine-month base period, four optional years, and a six-month extension. Contractors must provide 40 hours per week of medical logistics analysis and deliver specified reports including Contractor Reports (A001), Progress/Status/Management Reports (A003), and meeting minutes as outlined in Technical Exhibit B and CDRL A006. The contract requires a Quality Control Plan to be submitted within ten working days of award, which must include organizational structure, monitoring procedures, and compliance mechanisms for all deliverables and contract clauses. The Government will assess performance using a Quality Assurance Surveillance Plan with pass/fail thresholds and 100% inspection for critical deliverables, and contractors must retain all quality documentation for five years post-contract completion. Contract personnel must hold active SECRET and TOP SECRET security clearances in DISS, and the contractor must maintain a Top Secret facility clearance per NISPOM and DoD regulations. Compliance with FAR 52.204-2, DD Form 441, and 32 CFR Part 117 is mandatory for handling classified information, and all personnel must adhere to OPSEC protocols, including restrictions on wearing government badges outside authorized areas. The contract includes a surge option of approximately 9,600 hours annually, with labor rates locked from the base award for use during base and option periods, though a new quote is required for the six-month extension. Labor requirements include 1,920 hours for a Program Manager, 30,720 hours for a Senior Logistics Analyst V, 21,120 hours for a Senior Logistics Analyst III, and 3,840 hours for an Intermediate Analyst.
