AI Contract Overview
The Indian Health Service, Phoenix Area Office, is seeking to award a sole-source commercial purchase order under FAR Part 12 to D.D. Bainbridge & Associates, Inc. for the Strategic Quality Support System (SQSS), a proprietary web-based software platform designed to support Accreditation Association for Ambulatory Health Care (AAAHC) accreditation activities at the Fort Yuma Health Care Center in Winterhaven, California. Market research, including a prior Sources Sought Notice, confirmed that no other responsible source possesses the authority to license, implement, maintain, or support the proprietary SQSS platform, justifying the restriction of competition. The contract includes a one-year base period and four additional one-year option periods, with performance primarily occurring remotely through a contractor-hosted system accessible to authorized staff at the facility. The system must automate and manage all 16 major healthcare quality functions, including infection control, HIPAA compliance, patient satisfaction, and risk management, generating real-time dashboards, compliance reports, and task tracking while ensuring secure data handling in full compliance with federal cybersecurity standards, HHS policies, and HIPAA regulations. The contractor is responsible for full system implementation within 30 days of award, delivering initial and quarterly refresher training with documented attendance, maintaining a minimum 99% system uptime with 72-hour advance notice for outages, providing 24-hour response time for critical issues, and submitting monthly compliance reports by the fifth business day of each month. Data must be hosted and processed exclusively within the United States, with all contractor personnel subject to background checks and strict limitations on the use and retention of Government data. Security protocols require immediate 24-hour breach notification to the Contracting Officer’s Representative, and upon contract conclusion, the contractor must fully transition data to the Government or successor within 30 days and securely erase all copies. All deliverables require validation and formal acceptance by the Contracting Officer’s Representative, Edmund Thundercloud, located at the Fort Yuma site, despite the system’s remote nature. The solicitation closed on July 24, 2026, with proposals evaluated solely on the ability to demonstrate exclusive authority over SQSS and full compliance with the Performance Work Statement, with no competitive pricing or trade-off evaluation process anticipated due to the sole-source determination. No pricing details, line items, or contract value have been disclosed, and while administrative contacts are provided, the Contracting Officer position remains TBD.
