Strathcona County has issued Request for Information RFI 26.0145 to gather marketplace data to inform a future procurement strategy for replacing its current Mitel-based telephony environment. The County intends to leverage its existing Microsoft 365 licensing to implement a Teams-based telephony solution for approximately 1,100 users across administrative, operational, and safety-sensitive environments. This initiative seeks to establish a sustainable communications strategy that includes an orderly migration and decommissioning process for existing hardware. Key requirements include support for complex call queues, ACD, reporting, analytics, and call recording at both the extension and business line levels. The solution must integrate specialty devices such as analog, paging, elevator, and fax lines while adhering to Canadian emergency calling, privacy, security, and operational continuity standards. The County emphasizes a preference for administrative control and knowledge transfer to avoid supplier dependency. This RFI serves as a validation step to determine the final scope, architecture, and service model before a formal competitive procurement process begins.

This Request for Information (“RFI”) is issued by Strathcona County (the “County”) for the purposes of gathering information about the marketplace in order to assist in the determination of future purchasing options or requirements. Respondents are asked to respond to the County and provide the information requested. The County is considering replacing its existing enterprise telephony environment with a Teams-based telephony solution. The County currently has Microsoft 365 licensing that includes Teams Phone capabilities and wishes to understand how best to use that investment as part of a broader, sustainable communications strategy. a. Approximately 1,100 telephone endpoints or users across administrative, operational, public-facing, and safety-sensitive environments. b. A current Mitel-based telephony environment that will require an orderly migration and decommissioning approach. c. Call queues and departmental workflows that require ACD, attendant, supervisor, reporting, recording, and analytics capabilities. d. Analog, paging, emergency, elevator, fax, common-area, ring down lines and other specialty devices or integrations that may not migrate through a single standard pattern. e. A preference for appropriate County administrative control, role-based access, knowledge transfer, and a support model that does not create avoidable supplier dependency. f. A need to support Canadian emergency calling, privacy, security, resiliency, and operational continuity requirements. g. Call recording capabilities at an extension and individual business line level with administrative controls. h. Ability to provide detailed call reports that are customizable, can be setup to run on schedules. The final scope, architecture, implementation approach, service model, service levels, and procurement structure have not yet been determined. The County is using this RFI to validate those elements before preparing any future competitive procurement.

Solicitation # 2026-093
The New Hampshire Department of Environmental Services and the Department of Information Technology are seeking a vendor to replace an obsolete Microsoft Access login database at the Jody Connor Limnology Center with a modern Laboratory Information Management System (LIMS) or similar platform. The new system must document, track, and retain physical, chemical, biological, and profile water quality data throughout the laboratory lifecycle, including sample receipt, analysis, quality control, and finalization. A critical requirement is the establishment of a two-way connection and synchronization with the Oracle-based Environmental Monitoring Database (EMD) to automate the flow of completed records. Additionally, the system must integrate with Zebra ZD220 TTLabel printers to automate the generation of sample labels and chain-of-custody forms. This is a non-exclusive, firm fixed price, not-to-exceed contract with an initial term running from the effective date through March 31, 2032, and a potential five-year extension. Proposals are due by October 30, 2026, and will be evaluated using a weighted scoring system of 110 points, following initial pass/fail screenings for organization and cybersecurity. Vendors must comply with strict security standards, including NIST SP 800-171, 800-53, and 800-63, with a preference for FedRAMP or GovRAMP authorized hosting environments. Award is contingent upon approval by the Governor and Executive Council of the State of New Hampshire and the continued appropriation of funding.
