Submarine Peculiar Special and Support Equipment (PSSE) Support Services for the Mid-Atlantic Regional Maintenance Center

The contract is for Submarine Peculiar Special and Support Equipment (PSSE) Support Services at the Mid-Atlantic Regional Maintenance Center in Norfolk, Virginia, to be awarded through the SeaPort-NxG Multiple Award Contract vehicle. The scope requires technical support personnel including one Engineering Technician VI, three Engineering Technician Vs, ten Engineering Technician IIs, seven Maintenance Trades Helpers, and general maintenance/production staff, all working at 100% man-year levels. Performance will be conducted at 9727 Avionics Loop, Bldg LF-18, Norfolk, VA 23511-2124, with a base period of performance from July 22, 2026, to July 21, 2027, and multiple options extending through July 2031. The contractor must provide specialized handling services for ordnance and non-ordnance materials, including blocking, bracing, and stenciling for MK-30 and MK-34 containers, MK-48 torpedoes, missile tube ballast cans, and VLS platforms in accordance with NAVSEA drawings. Personnel must be certified in OSHA, CPR, possess appropriate security clearances, and have the physical capability to work in confined spaces, at heights, and onboard ships, with at least one team qualified for OCONUS travel requiring passports. All work must comply with the Quality Assurance Surveillance Plan, and inspections and acceptance will be performed by the Contracting Officer’s Representative or designated government personnel. The solicitation requires proposals to be submitted via the PIEE Solicitation Module by June 15, 2026, using English and U.S. dollars, with all documents formatted in 12-point Times New Roman, single-spaced, with one-inch margins, and in Microsoft Office or searchable PDF formats. Proposals must be organized into four volumes including Technical (Factor 1), Past Performance, Price Proposal with a mandatory spreadsheet, and Contract Documentation including SF-1408, OCI mitigation, and Small Business plans. Key compliance clauses include FAR 52.203-13, 52.204-9, 52.215-1, 52.215-22, and DFARS clauses for safeguarding defense information, certified cost data, and electronic payment via WAWF. The contractor must use a DCAA-approved accounting system, adhere to an
