Submarine Tactical Oceanography (TAC-O) Training

The Fleet Logistics Center Norfolk is conducting market research to identify qualified sources for a potential contract to deliver tailored training services focused on submarine tactical oceanography in support of the Commander, Naval Meteorology and Oceanography Command’s Community of Interest. The anticipated contract, if awarded, would have a base period of performance from July 1, 2026, through June 30, 2027, with four optional one-year extension periods available at the government’s discretion. This sources sought notice is strictly for planning purposes and does not constitute a solicitation or commitment to award a contract; responses are voluntary and uncompensated. The work will be performed on-site at NAVOCEANO in Norfolk, Virginia, during core business hours, using government-furnished workspace and software, while the contractor provides all personnel, equipment, and tools. The contract is expected to be awarded as a Firm Fixed Price arrangement under NAICS code 611430 for educational services. Respondents must provide their CAGE code, business size classification, and a capability statement detailing relevant past performance within the last five years, including contract numbers, dollar values, and performance periods. All submissions must be no more than ten pages, in 12-point font, and emailed to designated points of contact by the May 6, 2026 deadline. Contractors must comply with security protocols for handling Controlled Unclassified Information and classified materials, obtain NAVOCEANO visitor badges, and ensure personnel are clearly identified as contractors. A designated contract manager with full authority must serve as the single point of contact, and all deliverables must be marked as contractor products. The government will monitor performance through a Performance Reporting System with a strict 98% accuracy standard on all reports, and contractors must submit a quality control program within 30 days of award. Compliance with DFARS 222.17 and FAR 52.222-50 regarding human trafficking prevention is required, and upon contract completion, all data and software must be returned to NAVOCEANO with no retention on contractor systems.
