THIS NOTICE IS FOR INFORMATION ONLY - The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with Telerik, Inc., 460 Totten Pond Rd, Suite #640, Waltham, MA 02451. The purpose of this procurement is to procure a subscription/developer license to update the User Interface with a development tool software license that best meets HRSA's Web site accessibility, presentation and functional requirements. Significant research and analysis was conducted to identify the best fit set of products needed to ease the development of the Electronic Hand Books (EHBs) new user interface before full implementation. The project has progressed to extent where the new style guides for the user interface must be developed and tested. Therefore, licenses for this purpose must be procured to continue productivity and improvements. This procurement shall be processed in accordance with the Federal Acquisition Regulatioins (FAR) Part 13, Simplified Acquisition Procedures. In accordance with FAR 6.302-1, Justification for Other Than Full and Open Competitition is attached. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to requirement. This notice of intent is not a request for competitive quotes. However, all capability statements received within 15 day after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
