AI Contract Overview
The Consumer Product Safety Commission (CPSC) plans to negotiate and award a sole source contract to Euromonitor International Ltd. for unlimited access to their market research database. This database covers six key product categories including appliances, home and garden, toys and games, apparel/footwear, consumer electronics, and homecare, as well as mobility and other U.S. market-related online content. While other providers offer some market data, their information is typically available only as a one-time purchase without ongoing updates, making Euromonitor's database the exclusive comprehensive source for CPSC’s needs. The procurement will be conducted using simplified acquisition procedures under the applicable federal regulations, and although this notice is not a formal solicitation for competitive quotes, the CPSC will consider any responses received within ten business days. Interested parties must submit written capability statements via email by the specified deadline, but the government maintains sole discretion over whether to proceed with competition. The point of contact for this acquisition is Ankur Patel, and the task will be performed in Bethesda, Maryland.

Full Description
The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to Euromonitor International Ltd., 1 N. Dearborn, Suite 1700, Chicago, IL 60602 to provide unlimited access to market research database content for six product categories (appliances, home and gardens, toys and games, apparel/footwear, consumer electronic, and homecare), mobility content, and other online content concerning the U.S. market.
Other sources can provide some of the needed market data but only offer data as a one-time purchase based on request. This means any updates to the data will need to be purchased again. The Euromonitor database is the only source with access to a broad spectrum of consumer product market research.
CPSC intends to negotiate this requirement under the authority of FAR 13.106-1(b) and 41 U.S.C. 3304(b)(2)(B). The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) business days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any quotation/response must be in writing and can be sent via email to the Contract Specialist at apatel@cpsc.gov by 2:00 pm Eastern Time May 21, 2026. No phone calls will be accepted.
