The Department of Defense's ERDC Contracting Office plans to award a sole source contract to Thomson Scientific, Inc. for the renewal of a subscription to the Web of Knowledge License for 2008. This license provides electronic access to scholarly journals through three key databases: Current Contents Connect, Journal Citation Reports, and Web of Science. The contract includes a technology fee and grants unlimited simultaneous user access throughout the year. This procurement will be conducted under Simplified Acquisition Procedures, citing that Thomson Scientific is the sole provider capable of meeting the agency's requirements, making competition unnecessary under FAR 6.302-1. While the contract is intended to be sole sourced, the government invites other interested parties to submit their qualifications in writing by January 14, 2008, to determine if a competitive procurement is feasible. Oral communications are not accepted, and no formal Request for Proposal will be issued based on this notice. The final decision to compete the solicitation lies exclusively with the government. The subscription supports the agency's need to maintain comprehensive access to essential scientific journals to assist in their research and operational activities.
