Subsistence Meals Delivered

The U.S. Army Contracting Command, through the USPFO for Arizona on behalf of the Arizona Army National Guard, is soliciting proposals to establish between three and eight Blanket Purchase Agreements (BPAs) for the delivery of catered subsistence meals to Department of Defense training locations across Arizona. The BPAs will have a five-year ordering period running from September 1, 2026, through August 31, 2031, with each contract awarded under a Firm-Fixed-Price model covering breakfast, lunch, dinner, boxed meals, holiday meals, and delivery services. The total ceiling for each BPA is $1,600,000, and all pricing must be fully encumbered, including transportation, fuel, lodging, and personnel transit costs, with no reimbursement allowed for separate travel, per diem, or mileage. Offers must be submitted via PDF in accordance with strict formatting guidelines—Times New Roman or Arial size 12 font, single-spaced, 1-inch margins, limited to ten pages, and anonymized after the cover sheet. Only small businesses registered in SAM with a valid UEI, CAGE code, and TIN are eligible, as this is a total small business set-aside under FAR 19.5. Proposals must include a Vendor Coverage Matrix, a clear declaration of statewide or regional coverage, proof of necessary licenses and certifications, one to two relevant contract references, and completed pricing tables using the mandated A3 Capability and Price Template. Geographic coverage is evaluated based on the ability to deliver meals within 50, 100, or 240-mile radii from the epicenter at 5636 E. McDowell Road, with preference given to vendors offering statewide service. The government will evaluate offers based on technical acceptability (a pass/fail gate), past performance, and capability, with no specified weighting, under a best value determination standard. Delivery must conform to MIL-STD-129 and MIL-STD-130 for labeling and identification, with all items marked using machine-readable technology compliant with Appendix A of MIL-STD-130. Meal containers must be clearly labeled and managed using a FIFO system, and vendors must comply with all allergen labeling requirements. Invoices must be submitted electronically through the iRAPT system, including the BPA number, call number, CLIN, description of services, period of performance, and total amount due, supported by delivery
