Substance Abuse Counseling Services for the 65th District Family Drug Court and Juvenile Probation Department

The County of El Paso is soliciting qualifications through RFQ 26-026 for a provider to deliver individual substance abuse counseling services for the 65th District Family Drug Court and the Juvenile Probation Department. The primary goal of these services is to address substance abuse issues to reduce repeated involvement with Child Protective Services. The selected firm will be awarded a three-year contract with a possible two-year renewal option. Proposals must be submitted via the Ion Wave e-Bid platform or delivered to the Purchasing Department by October 8, 2026, at 2:00 PM MT. Pricing must not be included in the initial proposal, as the County will negotiate costs only after identifying the most qualified firm based on an evaluation of qualifications and the proposed scope of services. Qualified providers must have at least five years of experience in behavioral health counseling and a proven track record of working within the justice system and specialty courts. Staff performing therapeutic services must be licensed in the State of Texas as a Licensed Chemical Dependency Counselor, Licensed Professional Counselor, or Licensed Clinical Social Worker. Key requirements include a 30-day transition period for case transfers and the implementation of a written confidentiality plan for participant records. Performance will be measured by the percentage of participants who successfully complete their treatment plans, defined as attending 80 percent of scheduled sessions. Required submission documents include a response proposal, references from at least three sources, a W9, a Conflict of Interest form, and certifications regarding a drug-free workplace and non-discrimination statutes. Awarded vendors must provide performance and payment bonds and insurance certificates within ten days of the award.
