Subsurface Utility Engineering and Archaeological Study of the Wastewater Treatment Centre

The City of Orillia is seeking consulting services for a Subsurface Utility Engineering (SUE) study and an archaeological assessment, including indigenous community consultation, for the Wastewater Treatment Centre located at 40 Kitchener Street. The primary objective is to assess the site and compile necessary data to facilitate future expansions and upgrades. The selected Prime Consultant will be responsible for developing the terms of reference for SUE and archaeological sub-consultants, who will be retained directly by the City. The project is targeted for completion by February 26, 2027, with a requirement for bi-weekly email updates to the Project Manager and detailed financial reporting accompanying all invoices. Proposals must be submitted electronically via Bids and Tenders Online by September 18, 2026. The contract award is based on a weighted scoring system consisting of pricing (45 points) and non-price criteria, which include company background (45 points), project understanding and work plan (50 points), and key personnel (15 points). Successful proponents must meet a minimum threshold of 70 percent for the key personnel category. Insurance requirements are stringent, requiring 5 million dollars for both commercial general liability and errors and omissions coverage. The City maintains the right to reject unbalanced pricing and will conduct inspections of all deliverables at its own place of business before final acceptance.
