AI Contract Overview

The USDA Forest Service, Region 4, has entered into a succeeding lease agreement with Mr. Ashley Thompson for 6,890 rentable square feet of office space at the Cascade Ranger Station in Cascade, Idaho. The lease term is set for 15 years, consisting of a five-year firm period with termination rights requiring at least 90 days' written notice. The agreement includes provisions for tax and CPI escalations, and the lessor is responsible for the cost of installing blast proof film on all exterior windows. This contract was awarded without full and open competition under FAR 6.302-1, as the current location is the only available facility within city limits capable of meeting the agency's space requirements. Utilizing the existing infrastructure avoids substantial duplication of costs and prevents employee downtime. The contracting officer determined the pricing to be fair and reasonable based on a market survey and a comparison of nine similar public buildings. Future acquisitions for this requirement are intended to be fully competed.
