SUMMIT COUNTY ADMINISTRATIVE LAW JUDGE

Summit County, Utah is seeking a qualified attorney to serve as an Administrative Law Judge under solicitation SUCO07232026, with proposals due by August 31, 2026. The selected attorney will conduct administrative hearings primarily involving animal control and parking code violations, with the potential to hear additional code enforcement matters as determined by the County. Hearings are expected to occur once per month on mutually agreed dates, and the ALJ will be responsible for reviewing submitted documentation, presiding over hearings, and drafting formal, legally sound decisions. The position requires extensive experience in administrative or quasi-judicial proceedings, deep familiarity with constitutional due process, and proficiency in legal writing. Candidates must demonstrate knowledge of Summit County Code Titles 1, 5, and 11, hold active membership in the Utah Bar, and submit a comprehensive proposal limited to five pages, including a resume, statement of qualifications, proposed fee structure, and proof of bar membership. Proposals must be submitted electronically via the Bonfire platform and will be evaluated on a trade-off basis, with qualifications weighted at 35 points, relevant experience at 30 points, fee structure at 30 points, and availability at 5 points, for a total of 100 points. The selected contractor will be required to comply with strict confidentiality obligations, maintain E-Verify participation for all personnel, avoid conflicts of interest, and carry professional liability and technology errors and omissions insurance with Summit County named as an additional insured. All work products and decisions are deemed work made for hire, with full ownership vested in Summit County. The contract is subject to Utah state law, with disputes to be resolved in the Third Judicial District, and funding is contingent upon annual appropriation. The County retains the right to terminate the contract under specified conditions and to audit performance and financial records at any time.
