This Justification for an Exception to Fair Opportunity is in accordance with Revolutionary Far Overhaul (RFO)16.507-6(b)(2) “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.” The U.S. Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) Program Executive Office (PEO) is currently using Sunbird Data Center Track (DCTrack) and PowerIQ Data Center Infrastructure Management (DCIM) application support maintenance, together known as DCIM. Sunbird’s DCIM software has been used by C5I and is fully integrated with the USCG IT infrastructure. Sunbird’s DCIM maintenance performs all data center configuration management processes to include recording data of floor mounted devices, racks, rack mounted devices, power connections, and data connections. DCIM maintenance also monitors configuration data and power and environmental infrastructure.
