Superior National Forest Vault Toilet Pumping

The contractor is required to provide comprehensive vault toilet pumping services across multiple sites within the Superior National Forest in northeastern Minnesota, including locations near Aurora, Virginia, Cook, Crane Lake, Echo Trail, Ely, Fernberg Trail, Isabella, Tofte, Grand Marais, and the Gunflint Trail. All work must be performed on a call-when-needed basis during the snow-free season, with service availability seven days a week from 7 a.m. to 7 p.m., including federal holidays, and may extend year-round as necessary. The contractor must supply all management, supervision, labor, transportation, equipment, materials, and supplies necessary to execute the work, adhering strictly to the Statement of Work and complying with all applicable federal, state, and local laws and regulations. Services include pumping 1,000-gallon and other sized vault toilets, proper disposal of human waste, submission of a Certificate of Conformance, and maintaining qualified personnel with relevant experience. Performance is evaluated based on responsiveness, schedule compliance, and regulatory adherence, with final acceptance occurring on-site by a government representative upon confirmation of conformity to contract requirements. This solicitation is a total small business set-aside under NAICS code 562991 with a $9 million size standard, and awards will be made to the highest technically rated offeror whose price is fair and reasonable and whose past performance is rated acceptable or neutral, with no tradeoffs permitted and no reliance on lowest price technically acceptable methodologies. The contract is a firm-fixed-price requirements contract with a base period from May 8, 2026, to March 31, 2027, and includes an option to extend services for up to 30 calendar days. The contractor must designate a primary contract representative and alternate, both authorized to manage daily operations, and comply with numerous FAR clauses covering whistleblower rights, trafficking in persons, subcontracting limitations, labor standards, equal opportunity, Buy American provisions, privacy training, security requirements, and government property management.
