Supply and Delivery of up to two (2) Real-time Volatile Organic Compound (VOC) Analyzers

The Government of Ontario, through the Ministry of the Environment, Conservation and Parks, is soliciting bids for the supply and delivery of up to two real-time Volatile Organic Compound (VOC) analyzers. These instruments will be deployed in Hamilton to identify VOC sources from industry and transportation, supporting the Hamilton Air Action Plan and improving the Ministry's understanding of air quality to evaluate the efficacy of local abatement policies. The contract is set for a two-year term with an option to extend for one additional year. The procurement follows a three-stage evaluation process based on a best score strategy totaling 130 points. Stage one involves mandatory eligibility, specifically requiring that bidders be authorized resellers and not a U.S. business. Stage two is a technical evaluation worth 90 points, covering proposed approach, experience, and responsiveness, requiring a minimum score of 63 points to proceed. Stage three is a commercial evaluation worth 40 points, where pricing is scored relative to the lowest bid. Selected bidders must comply with the Occupational Health and Safety Act and maintain appropriate insurance coverage. All submissions must be processed through the Ontario Tenders Portal by the October 13, 2026, deadline.
