Supply and Installation of Perimeter Security Lighting System for U.S. Embassy Harare, Zimbabwe

The U.S. Embassy in Harare, Zimbabwe, is soliciting a firm-fixed-price contract for the complete design, engineering, supply, installation, testing, commissioning, and handover of a security-grade perimeter lighting system at an embassy residence. The system must deliver uniform horizontal illuminance of 5–10 lux with a target of 7–8 lux and a uniformity ratio no greater than 4:1, alongside vertical illuminance of 3–5 lux at 1.5–1.7 meters above ground to support deterrence, detection, assessment via CCTV and guard observation, and safe nighttime patrols. All work must comply with U.S. Government security standards, the National Electrical Code (NEC), Zimbabwean regulations including SAZS/ZWS 328, UFGS, OSPB, and specific U.S. Embassy/OBO requirements. The system includes hot-dip galvanized steel poles spaced 20–30 meters apart, positioned 2–4 meters inside the perimeter fence, with LED luminaires of Type III/IV, 4000K color temperature, IP66, IK08, and 10 kV surge protection, all integrated with dedicated circuits, MCB and RCD protection, voltage drop not exceeding 3%, IP65 junction boxes, photocells, control panels, surge protection devices, armored cable, HDPE conduit, and earth rods. Spare components must include a minimum of 10% spare luminaires and 10% spare LED drivers, delivered in original packaging, clearly labeled, and included in the asset register. The contract requires full compliance with Federal Acquisition Regulation (FAR) clauses regarding whistleblower rights, executive compensation reporting, subcontractor debarment protections, child labor, paid sick leave, pollution prevention, ozone-depleting substances, payment terms, disputes, and other compliance obligations.
