Supply, Commissioning and Install One-to-One Replacement of Data Center In-Row Cooling System

The U.S. Embassy in New Delhi is soliciting competitive offers for the supply, commissioning, and installation of a one-to-one replacement of the existing APC Schneider In-Row Cooling System at the American Center Building in Connaught Place, New Delhi. The project requires the removal and disposal of the outdated system and the installation of a new rack-based precision InRow RD air-cooled system with a minimum 10 KW nominal capacity, operating at 220–240V and 50 Hz, featuring an inverter scroll compressor compatible with R410a refrigerant, G4 gravimetric filtration, a microprocessor-controlled system for team-based temperature and humidity management, and compliance with safety standards including lockout/tagout procedures and sturdy metal scaffolding for work above eight feet. The contract is firm fixed-price, requiring all costs—including labor, materials, overhead, Workers’ Compensation, War-Hazard Insurance, and profit—to be bundled into a single, non-reimbursable offer. The offeror must provide a detailed cost proposal that includes a buy-back value for the old system, and pricing must be submitted in Indian Rupees with GST clearly itemized to enable U.S. government refund processing. The entire scope of work, including delivery, installation, and commissioning, must be completed within 60 working days after issuance of the Notice to Proceed, coordinated exclusively during designated weekend shutdown windows with the Embassy’s COR and DT team. Bidders must be registered in the System for Award Management (SAM), possess a valid Unique Entity Identifier and Taxpayer Identification Number, and provide evidence of an established business with a permanent address and telephone listing, along with all required local licenses and permits. Proposals must include a strategic plan for the services, technical data sheets and company brochures, proof of SAM registration, a list of past clients with contact details and contract values from the last three years, photographs of similar completed projects, and a consent letter confirming 100% compliance with the Statement of Work and warranty terms. Key personnel including a Project Manager fluent in English and mechanical and electrical engineers must be identified.
