SUPPLY OF DOUBLE-WALLED POLYETHYLENE STORAGE TANK FOR LANDFILL LEACHATE

The County of Simcoe is soliciting evaluated quotations under RFEQ 2026-101 for the manufacture, supply, and delivery of one or two double-walled polyethylene storage tanks for landfill leachate at the Collingwood Landfill. The required system must provide a capacity of 440 cubic meters, which will be tied into an existing 88 cubic meter tank to achieve a total combined volume of approximately 528 cubic meters. To ensure compatibility and durability, tanks must be constructed from High-Density Polyethylene (HDPE) or Cross-Linked Polyethylene (XLPE), with fiberglass explicitly prohibited. The units must be suitable for below-grade installation, fit within a 32m x 10m area, and be designed to withstand Ontario winter temperatures and snow loads with a minimum design specific gravity rating of 1.5 SG. The scope of work is strictly limited to the supply and delivery of the hardware and necessary documentation; the vendor is not responsible for installation or the final tie-in. All pricing must be quoted as FOB Destination, with a required delivery date by January 31, 2027. Bidders must submit their proposals electronically via the bids&tenders portal by October 27, 2026. Award selection is based on a 1,000-point scoring system evaluating technical compliance, relevant experience, delivery schedules, and warranty support, following a mandatory pass/fail screening for chemical compatibility and double-wall containment. Successful vendors must maintain significant insurance coverage, including 5 million dollars in general liability and 2 million dollars each for automobile and pollution coverage.
