SUPPLY OF LOW-FLOOR TRANSIT BUSES

The Corporation of the City of Elliot Lake is soliciting proposals under RFP No. STB2026-018 for the supply, delivery, and commissioning of four low-floor transit buses and one additional provisional bus. The procurement is a firm, fixed unit price contract divided into two categories: Short Low-Floor Buses and Long Low-Floor Buses. All vehicles must be new, unused, and specifically designed for Northern Ontario conditions, including extreme cold and variable road conditions, while remaining compliant with Canadian regulatory and accessibility standards. Proposals must be submitted electronically via the City's Bids and Tenders portal by 2:00 pm local time on Tuesday, October 27, 2026. Qualified proponents must provide a technical proposal in PDF format, including company information, technical drawings, and references, with pricing submitted as a separate file. Mandatory submission requirements include an e-bond of at least 10 percent of the bid price, an Agreement to Bond for 100 percent performance, and a valid WSIB Certificate of Clearance. The successful contractor must maintain minimum liability insurance of 5 million dollars for both public liability and automobile public liability. Payment terms are net 30 days following the City's written acceptance of the vehicles after delivery and inspection in Elliot Lake, Ontario. The City reserves the right to reject proposals from entities with a history of litigation or outstanding debts with the municipality.
