Supply of Transportation Services for Students from Long Look, Fat Hogs Bay, Paraquita Bay and Kinston Area to ESHS

The Government of the Virgin Islands, through the Ministry of Education, Youth Affairs & Sports, is soliciting bids for the provision of daily student transportation services from Long Look, Fat Hogs Bay, Paraquita Bay, and Kingston Area to Elmore Stoutt High School in Road Town, Tortola. The contract is intended to transport approximately 70 to 80 students each day on official school days, beginning on 7th September 2026 and concluding at the end of the 2027–2028 academic year on 30th June 2028. Tenderers must submit a complete proposal in hard copy, including the Form of Tender and Tender Price appendices, alongside verified documentation such as a valid trade license, certificate of good standing from the Commercial Registry, Inland Revenue, Social Security Board, and National Health Insurance, proof of comprehensive vehicle insurance, vehicle registration, and a police certificate issued within the past six months. Drivers must hold a valid Taxi and Livery Licence, be cleared for safeguarding training, and are strictly prohibited from using mobile devices or substances while operating vehicles. The contract requires adherence to Ministry-approved routes and schedules, regular vehicle maintenance, and compliance with all safety, cleanliness, and operational standards, with unannounced inspections authorized at any time. Payment is structured on a fixed monthly rate of US$60 per student, covering 50% of the total transportation cost, with the remaining 50% paid directly by parents or guardians; the contract value is estimated between $88,200 and $100,800 over the term, reflecting only the government’s subsidy portion. Contractors must submit monthly student attendance records to verify eligibility for payment and are obligated to disclose any actual or potential conflicts of interest, with failure to do so resulting in disqualification or contract termination. All submissions must be delivered physically to the Ministry’s office in Road Town by 10:00 a.m. on 10th August 2026, with no electronic submissions accepted. Evaluation will be based on price, contractor experience, submission of required good standing certificates, vehicle insurance validity, and vehicle registration compliance, with award going to the tenderer achieving the highest overall score under a trade-off methodology. The Ministry retains full authority to modify routes, student assignments, and service conditions as needed, and may suspend or terminate the contract for breaches of safety protocols, failure to complete mandatory training, or unethical conduct.
