Marine Atlantic Inc. – Port aux Basques Navigation Improvement Project
Solicitation # 305-375-026
Marine Atlantic Inc. is soliciting proposals for the Port aux Basques Navigation Improvement Project, which involves the removal of Vardys Rock and the enhancement of the adjacent Pikes I breakwater in Newfoundland and Labrador. The project aims to alleviate navigational challenges that restrict vessel maneuvering and to create new land for improved harbour protection and lobster habitat development. Work includes demolition of debris and structures on Vardys Rock, relocation of overburden to an offsite location, and excavation of bedrock and earth materials down to an elevation of -9.5m Chart Datum, with the removed material to be reused as infill for the breakwater, reinforced with armourstone. Construction will employ marine techniques such as drilling, blasting, dredging, and excavation, prioritizing material reuse to minimize waste and environmental impact. The project is scoped to be completed by the end of Q1 2028, with construction expected to take approximately one year excluding temporary infrastructure removal. The procurement is restricted to Canadian suppliers or those from countries party to applicable trade agreements including the Canadian Free Trade Agreement, CETA, CPTPP, and the Canada-UK Trade Continuity Agreement, in alignment with federal policy on Canadian content. A two-phase selection process begins with prequalification, limiting the number of proponents to three who will advance to the proposal phase. Evaluation will be based on organizational experience, proposed construction methodology focusing on regulatory compliance and minimal disruption to Marine Atlantic operations, financial capacity, and pricing. Proposals must be submitted in English via the designated data site by December 11, 2026, with an initial deadline of September 8, 2026, for access to documentation via a required confidentiality agreement. Prospective bidders may participate as part of only one proponent team, and all information in this notice is subject to the official RFP documents, which take precedence in case of contradiction.
