The U.S. Army Corps of Engineers' Engineer Research and Development Center requires support to develop chemical source loading estimates for industrial and agricultural facilities within a specified continental U.S. water basin. The project will focus on identifying key contributors to liquid effluent chemical loadings by prioritizing facilities and agricultural activities based on their likely impact on a list of targeted chemical species. Comprehensive data collection and chemical speciation analysis will be conducted, and all gathered information will be entered into the Advanced Tool for Tracking Industrial Chemicals (ATTIC), where specialized evaluations by chemical engineers and chemists will be performed. The ATTIC system, which includes proprietary software and database developed by ENSCO, Inc., is exclusive to that company, making ENSCO the sole viable contractor capable of fulfilling all technical and system access requirements. This opportunity falls under the NAICS code 541330 for Engineering Services, with a size standard of $15 million. The notice is not a solicitation for competitive quotes or proposals, but responsible vendors may submit capability statements or proposals demonstrating their qualifications, past relevant experience, and references. These submissions will be used solely to determine whether a competitive procurement is warranted. Responses must be submitted via email to Christy Love within five days of the notice and include the solicitation number in the subject line. Oral communications are not acceptable, and the government reserves the discretion to decide whether to proceed with a competitive process based on the information received. The contract’s place of performance is in Vicksburg, Mississippi.

Full Description

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) has a requirement to develop chemical source loading estimates for industrial facilities and agricultural areas in a CONUS water basin identified by the customer. Initial efforts will prioritize facilities and agricultural activities/areas of interest based upon likely contribution to liquid effluent chemical loadings in the basin for a prioritized list of chemical species. Thorough information gathering efforts will be carried out for the evaluation of facilities and agricultural activities in the basin for chemical speciation and loading estimation. All data acquired will be loaded into the Advanced Tool for Tracking Industrial Chemicals (ATTIC), where manual subject matter expert (SME) evaluations will be performed by the contractor's chemical engineers and chemists. Any fundamental chemical process or patent data used as a basis for the evaluations will also be incorporated into the ATTIC repository for future access and third party evaluation. Through previous Department of Defense (DoD) contracts, ENSCO, Inc. (ENSCO) has been involved in developing the ATTIC. The ATTIC software and database are property of ENSCO and hence no other consulting firm has access to the system. ENSCO, Inc. is the only reasonable vendor available that is capable of providing all the requirements while providing access to the system. The NAICS code for this requirement is 541330-Engineering Services with a size standard of $15,000,000.00. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to clearly demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Christy Love at contact@example.gov. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 5 days from the posted date of this notice.
